For the Melbourne Centenary, under the direction of a government appointed committee director, the Melbourne Mint staff started creating proof quality dies and planchets but never completed the task.
They weren’t given time to finish the project and we end up with what is labelled for convenience a proof-like strike. Alternatively it can be thought of as a special strike destined for premium paying collectors.
