Likely Perth Mint but cannot be confirmed. Not only a flipover double strike, but an offstrike out of collar on the 2nd strike. Very exotic and an extremely rare example of such a pre-decimal error.
If you are going to buy a single example of a pre-decimal error, this Australia 1950 Error Penny graded PCGS AU50 is a real head turner. Note the imprint of the King’s portrait in the kangaroo.
